GENERAL ITEMS

9. ELEVENTH RESOLUTION TO ACQUIRE AN ELEMENTARY SCHOOL SITE IN NORTH PORT
Description
On October 5, 2010, the Board approved the First Resolution, authorizing the acquisition of numerous small parcels for a future elementary school in North Port.  This Eleventh Resolution approves the ninth batch of contracts for this acquisition.

Recommendation
That the School Board approve the Eleventh Resolution of the School Board of Sarasota County, Florida, RE: Acquisition of Property for a Future Elementary School in North Port, Florida.

AGREEMENTS/CONTRACTS

10. CONTRACT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SCHOOL BOARD OF SEMINOLE COUNTY, FLORIDA, FOR MEDICAID ADMINISTRATIVE CLAIMING
Description
The School Board of Seminole County has developed, with Department of Education sponsorship, a simplified program for management and submission of claims under the Medicaid Administrative Claiming (MAC) Program. The purpose of the program is to allow districts participating with the Seminole Consortium to continue to participate in the MAC Program without payment of fees to consultants or billing agents.  This is a continuation of an existing agreement and is self-supporting via Medicaid funding.

Recommendation
That the contract between the School Board of Sarasota County, Florida, and the School Board of Seminole County, Florida, for Medicaid Administrative Claiming, in an amount not to exceed $5,145.61, be approved as presented.

11. APPROVAL OF AGREEMENT FOR SCHOOL RESOURCE OFFICER PROGRAM BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND CITY OF NORTH PORT
Description

This is an agreement between the School Board of Sarasota County, Florida, and the City of North Port for the School Resource Officer Program in Sarasota County.



Recommendation

That the agreement for the School Resource Officer Program between the School Board of Sarasota County and the City of North Port for $237,789.30, be approved as presented.



12. APPROVAL OF AGREEMENT FOR SCHOOL RESOURCE DEPUTY PROGRAM BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND SARASOTA COUNTY SHERIFF’S OFFICE
Description

This is an agreement between the School Board of Sarasota County, Florida, and the Sarasota County Sheriff's Office for the School Resource Deputy Program in Sarasota County.



Recommendation

That the agreement for the School Resource Deputy Program between the School Board of Sarasota County and the Sarasota County Sheriff's Office for $830,248.50, be approved as presented.

13. APPROVAL OF THE AGREEMENT BETWEEN THE SARASOTA COUNTY SCHOOL BOARD AND FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE WALK AND ROLL SARASOTA PROJECT
Description
Agreement will provide $50,965 from the Florida Department of Transportation for the Walk and Roll Sarasota project to encourage students to walk and/or bicycle to school, and to educate students about pedestrian and bicycle safety.  The agreement is effective until June 30, 2012.  

Recommendation
That the School Board of Sarasota County approve the agreement with the Florida Department of Transportation for the Walk and Roll Sarasota project.

EXPULSIONS

14. APPROVAL OF EXPULSION CASE NO. 11-294
Description
Board Rule 7.306(4), permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student has been withdrawn from the Triad program and the expulsion reinstated.

Recommendation

That the abeyance of Expulsion Case No. 11-294, be rescinded per School Board Policy 5.34(4)(b).

15. APPROVAL OF EXPULSION CASE NO. 11-448
Description

On April 20, 2011, the student listed in Expulsion Case No. 11-448, violated School Board Policy 5.34(1)(d), Theft.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until August 1, 2012.



Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, and the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-448, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2010-2011 academic year, the 2011 summer session, until August 1 of the 2011-2012 academic year.

16. APPROVAL OF EXPULSION CASE NO. 11-425
Description
The student listed in Expulsion Case No. 11-425, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On March 28, 2011, the student listed in Expulsion Case No. 11-425, violated School board Policy 5.34(1(d), Pulled Fire Alarm/Vandalism.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until June 4, 2012.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-425, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2010-2011 academic year, the 2011 summer session, and the entire 2011-2012 academic year.

17. APPROVAL OF EXPULSION CASE NO. 11-341
Description

The student listed in Expulsion Case No. 11-341, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On February 24, 2011, the student listed in Expulsion Case No. 11-341, violated School Board Policy 5.34(1)(e), Disruption to Campus.  It is the recommendation of the Superintendent, that the student be expelled from the Sarasota County Schools until June 4, 2012.

That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 11-341, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately for the remainder of the 2010-2011 academic year, the 2011 summer session, and the entire 2011-2012 academic year.

18. APPROVAL TO AWARD BID #11-0061 FOR FUMIGATION SERVICES
Description
Bids to provide 'Fumigation Services' were received from three vendors on April 26, 2011. The bid of Haskell Termite and Pest Control was the best low bid meeting the advertised specifications. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the transfer from capital budget in the Facilities Services Department.

Recommendation
That the bid of Haskell Termite and Pest Control, to provide 'Fumigation Services' in an amount not to exceed $60,000.00, be approved for award and purchase.

19. APPROVAL TO AWARD RFP #11-0051 FOR BEVERAGE VENDING SERVICES
Description
Proposals to provide 'Beverage Vending Services' were received from two vendors on April 12, 2011. The proposal of Coca-Cola Refreshments was the best proposal meeting the advertised specifications. Services are for vending machines only and are in accordance with the guidelines promulgated by the Alliance for a Healthier Generation Initiative. This proposal is for a period of five years with the option to renew for an additional five year period.

Recommendation
That the proposal of Coca-Cola Refreshments, to provide 'Beverage Vending Services', be approved for award.

20. APPROVAL TO AWARD BID #11-0048 FOR SPORTING AND ATHLETIC GOODS - WAREHOUSE
Description
Bids to provide 'Sporting and Athletic Goods - Warehouse' were received from nine vendors on April 13, 2011. The bids of Aluminum Athletic Equipment Company, Bill Fritz Sports Corporation, Cannon Sports, Inc., Gopher Sport, Pyramid School Products, S&S Worldwide and Sport Supply Group, Inc., dba BSN, Passon's, US Games were the best low bids meeting the advertised specifications. Reasons for not selecting the apparent low bid are included with the bid tabulation. This bid is for a period of one year with the option to renew for two additional one-year periods. The funds for these purchases are contained in the operating budgets allocated to the schools.

Recommendation
That the bids of Aluminum Athletic Equipment Company, Bill Fritz Sports Corporation, Cannon Sports, Inc., Gopher Sport, Pyramid School Products, S&S Worldwide and Sport Supply Group, Inc., dba BSN, Passon's, US Games, to provide 'Sporting and Athletic Goods - Warehouse' in an amount not to exceed $55,000.00, be approved for award and purchase.

Description

The bids of AFP Industries, Inc., Ace Office Supplies, Business Stationers, DGS Educational Products, Francbeth, Inc., National Art and School Supplies, Pyramid School Products, Quill Corporation, School Specialty, Smith Office and Computer Supply, and Standard Stationery Supply Company were the best low bids meeting the advertised specifications. Reasons for not selecting the apparent low bids are included with the bid tabulation. This bid is for a period of one year with the option to renew for two additional one year periods. The funds for these purchases are contained in the operating budgets of the schools and departments.

Recommendation
That the bids of AFP Industries, Inc., Ace Office Supplies, Business Stationers, DGS Educational Products, Francbeth, Inc., National Art and School Supplies, Pyramid School Products, Quill Corporation, School Specialty, Smith Office and Computer Supply, and Standard Stationery Supply Company, to provide 'Office and Classroom Supplies - Warehouse' in an amount not to exceed $350,000.00, be approved for award and purchase.

22. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable. Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

CONSTRUCTION

23. ACCEPTANCE OF GUARANTEED MAXIMUM PRICE PROPOSAL AND APPROVAL OF CONTRACT FOR CONSTRUCTION FOR THE LAUREL NOKOMIS SCHOOL-HVAC RENOVATION PROJECT
Description

Under the terms of the 2/1/11 (Item #26) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with Tandem Construction, for the Laurel Nokomis School-HVAC Renovation project.  As indicated, the 2/1/11 agreement included pre-construction and bidding services only.  The scope of this contract will include the replacement of the complete HVAC system and renovation of all affected spaces.  This contract was negotiated on April 28, 2011, and this contract amount is $8,200,581.00.  This contract, which is the standard document utilized for all of the District's construction contracts, is available for review at the Construction Services Department.  The School Board attorney has approved the use of this GMP proposal acceptance form and contract.  Funds for this contract are available in the project budget. 



Recommendation
That the Guaranteed Maximum Price Proposal be accepted as presented and the Contract for Construction of the Laurel Nokomis School-HVAC Renovation project be approved as presented.

24. ACCEPTANCE OF GUARANTEED MAXIMUM PRICE PROPOSAL AND APPROVAL OF CONTRACT FOR CONSTRUCTION FOR PHASE 1 OF THE SARASOTA MIDDLE SCHOOL-HVAC RENOVATION PROJECT
Description
Under the terms of the 2/1/11 (Item #28) Board approved "Agreement between Owner and Construction Manager for Pre-Construction & Bidding Services", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with Jon F. Swift, Inc. for Phase 1 of the Sarasota Middle School-HVAC Renovation project.  As indicated, the 2/1/11 agreement included pre-construction and bidding services only.  The scope of this contract will include the replacement of the main HVAC plant and installation of six temporary portable classrooms.  This contract was negotiated on May 2, 2011, and this contract amount is $1,390,904.00.  This contract, which is the standard document utilized for all of the District's construction contracts, is available for review at the Construction Services Department.  The School Board attorney has approved the use of the GMP proposal acceptance form and contract.  Funds for this contract are available in the capital fund.

Recommendation
That the Guaranteed Maximum Price Proposal be accepted as presented and the Contract for Construction for Phase 1 of the Sarasota Middle School-HVAC Renovation project be approved as presented.

JOB DESCRIPTIONS

25. APPROVAL OF THE REVISED JOB DESCRIPTION FOR THE PROGRAM MANAGER, FDLRS AND PROFESSIONAL DEVELOPMENT
Description

The revised job description for the Project Manager for the Florida Diagnostic Learning Resources System (FDLRS) and Professional Development is presented to the School Board for approval.  The job description was revised to reflect the changes in the position from a supervisor level to those of a project manager.

That the School Board approve the revised job description for the Program Manager, FDLRS and Professional Development.

26. APPROVAL OF THE REVISED JOB DESCRIPTION FOR THE SUPERVISOR OF SCHOOL CHOICE AND CHARTER SCHOOLS
Description
The revised job description for the Supervisor, School Choice and Charter Schools is presented to the School Board for approval.  We are requesting position's administrative level to be changed from AD to AE.  The job duties are essentially the same and remain appropriate for the administrative E scale.  The revisions were made to clarify the responsibilities for the virtual school program by adding more specific job tasks related to the virtual school program.

That the School Board approve the revised job description for the Supervisor, School Choice and Charter Schools as presented.

28. APPROVAL OF CONTRACT FOR CONSTRUCTION FOR THE BOOKER HIGH SCHOOL REBUILD PROJECT: VERTICAL CONSTRUCTION PHASE
Description
Under the terms of the 11/17/2009 (Item #30) Board approved "Construction Manager's Preconstruction Services contract for the Booker High School Rebuild project", the Director of Construction Services and a member of the Professional Services Selection Committee (PSSC) have successfully negotiated a contract with Willis A. Smith, Inc. for a portion of the Booker High School Rebuild Project.  The 11/17/2009 agreement included pre-construction and bidding services only.  The scope of this contract shall include construction management services necessary to complete the vertical construction, renovation, remodel, and landscaping for the Booker High School Rebuild Vertical Construction Phase according to the Harvard Jolly Architects plans dated March 7, 2011.  The Guaranteed Maximum Price (GMP) of this contract is $39,925,142.00.  This contract is available for review at the Construction Services Department.  The School Board attorney has approved the use of this contract.  Funds for this contract are available in the project budget amount.

That the Contract for Construction for the Booker High School Rebuild Project: Vertical Construction Phase be approved as presented.
